Framing / Building Question?

Which way works better for installing a combination of recessed fluroescent 2ft x 4ft fixtures and high hats.
a)Install recessed light fixtures and high hats in ceiling, then cut drywall pieces to go around the fixtures, then tape and mud.
or
b) install full drywall ceiling. then use a roto tool to cut out openings [...]
