Skil band saw tripping the internal breaker?

I just bought a reconditioned 9 inch Skil band saw. Everytime I start it, the blade starts to spin, and the machine kicks off. Is there a way to solve this?

I need perfect 45 and 90 degree cuts to make window screen frames. It should be clean and consistent. Are there any ideas that you can give me to make perfect and clean cuts using this saw?
