Coated Cylindrical

Two math questions...?
1. An ice-cream manufacturer plans to build a giant ice-cream cone as an advertisement for its product. The cone will be 2 m high and 1m in diameter. The ice cream in the top of the cone will be hemispherical in shape (half a sphere). Four litres of paint cover 35m. How much paint will be needed for 3 coats. The answer is 1.6L, but my answers are never near that!
2. A paper cup has a conical shape, with a base diameter of 5 cm and a height of 7 cm. How high to the nearest millimetre would be level of water be if it were poured into a cylindrical tumbler with the same radius. The answer for this is 2.3, but I don't know how to solve the question.
1 liter =8.75
The equation for the surface area for this problem is
pi*.5^2*sqrt(.5^2+2^2)+
2*pi(.5)^2=4.80908
for 3 coats of paint multiply by 3
4.80908*3=14.4272 then divide by 8.75
this gives the total number of liters, which is
1.64883
and the other question is
(1/3*pi*(2.5)^2*7)/
(2.5^2*pi)=height=2.333333
