Blade Concrete Brick

Can a concrete footer vandalized with motor oil be salvaged?
Can a concrete footer vandalized with motor oil be salvaged? A old man, lunatic neighbor who I believe is loosing his house to the bank poured used motor oil on one of the new concrete footers I have build to support the brick columns I am building, in replacing my chain link fence.
I did not notice this damage until maybe many hours after it happened (in the middle of the night I suspect) and the oil has permeated the new, cured concrete pores quite deeply I'm afraid. Washing with boiling water and detergent didn't touch it.
I have thought that I may still be able to salvage the footer by scoring the 17 x 17 inch surface with a diamond blade on a skill saw, deep enough to reach unaffected concrete,... and then, instead of water, use a 50/50 mix of concrete glue & water to mix the mortar on the first course of brick.
Any other ideas out there? Any body know how to scare an old, worthless soul so badly that he has a heart attack and dies?
Strangely enough, kitty liter is remarkably effective. There are several products made specifically for this purpose that are essentially repackaged kitty litter.
